Major Upper Wellington Rental Development Approved After OLT Settlement

A major rental housing proposal at the southwest corner of Upper Wellington Street and Stone Church Road West has officially been approved following a settlement at the Ontario Land Tribunal.

The project, proposed by Valery Group, was the subject of significant community opposition over concerns related to height, density, traffic, infrastructure capacity, neighbourhood compatibility, and potential airport impacts connected to John C. Munro Hamilton International Airport.

But after substantial revisions, Hamilton City Council approved a settlement agreement during a closed session in March, which was later finalized through a one day Ontario Land Tribunal settlement hearing on May 7.

The Project Was Significantly Reduced

The original concept submitted in 2024 proposed:

  • 20 storeys

  • 682 residential units

The final approved version was reduced to:

  • 6 and 12 storey buildings

  • 519 rental units

While still a large scale project, the reduction in height and unit count represented a major shift from the original proposal.

Additional Conditions Added

The approved settlement also includes several revisions aimed at addressing community concerns.

Requirements now include:

  • A minimum of 40 per cent two bedroom units

  • A minimum of 5 per cent three bedroom units or larger

  • Minimum one parking space per unit, including visitor and accessible parking

The Ontario Land Tribunal ultimately ruled that the revised proposal adequately addressed concerns related to:

  • Traffic

  • Privacy

  • Density

  • Environmental impacts

  • Compatibility with surrounding uses

  • Airport related considerations

What This Means For Hamilton

This decision highlights something increasingly common in Hamilton development battles.

The debate is often no longer whether housing projects happen at all.

Instead, the real negotiation becomes how much projects are scaled back before approval.

Hamilton continues facing pressure to add more housing supply, especially rental housing, while balancing community concerns around infrastructure and neighbourhood change.

Projects located on major corridors, such as Upper Wellington, are likely to continue seeing intensification pressure moving forward.

The Bigger Picture

Hamilton’s rental market remains under pressure from:

  • Population growth

  • Limited housing supply

  • Rising rental demand

  • Affordability challenges

As a result, more mid rise and higher density rental proposals are continuing to emerge across the city.

The Upper Wellington approval is another example of the balancing act currently happening in Hamilton between housing growth, neighbourhood concerns, and long term city planning objectives.
